It doesn't get massive damage perks until you pick up Sharpshooter. Meanwhile, Crossbow Expert + Archery will snag you 3 * (1d6 + dex) = 22.5 dpr at full accuracy, but with a 75% hit chance it's 16.9 dpr, but now you're down -1 AC. If you opt for TWF fighting style and the dual wielder feat, you've indeed slightly more melee damage 2 * (1d8 + dex) + (1d8 + dex) 25.5 dpr at full accuracy (16.6 dpr at 65%), but now your archery accuracy is down 10%. Rangers don't have a fighting style for two-handed weaponry so you're free to pick up Archery at level 5 you're looking at 2 * (2d4 + Dex) + (1d4 + Dex) melee damage (24.5 dpr at full accuracy / 15.9 at 65% chance to hit). With the Rev Blade feat, it becomes a finesse weapon so it can jive with a ranged build and be reliant only on dex to deal damage. Rev Blade is the best of both worlds and it gives you +dex plus +AC.
